[Arlington, Va.] – The latest Parent Pulse Survey, conducted in December 2024 by Quantum Survey Group on behalf of Parents for School Options, reveals critical insights into parent opinions on Education Savings Accounts (ESAs) and their potential to expand educational opportunities. With participation from 440 parents nationwide, the survey explores the awareness, support, and preferred uses of ESAs, highlighting a growing interest in leveraging these funds for innovative education solutions like online learning programs.

Survey Key Findings:

  1. Support for ESAs is Strong with Parents
82% expressed support for the implementation of ESAs  in their state, with 67% strongly supporting the idea.
  2. Increased Support When ESAs Include Online Education
If ESA programs explicitly included online education, support surged, with 86% of parents reporting they would be “more likely” to back these programs.
  3. Preferred Uses for ESA Funds
Parents identified a range of priorities for ESA funds, with 26% favoring learning technology or materials, 21% preferring tutoring or supplemental instruction, and 19% prioritizing private school tuition.
  4. Parents Prioritize Their Child Above All Else
Contrary to what traditional school proponents want you to believe, only 7% of parents expressed concern about how ESAs might affect their local public schools.
  5. Concerns About ESA Implementation
Oversight and accountability of funds (21%) and equity of access (29%) were cited as primary concerns. However, 36% of parents indicated they had either had no concerns about ESAs or had no opinion towards common concerns, signaling optimism about the potential of these programs.

“The findings of this report highlight an important opportunity for lawmakers to give families even greater control over their children’s education,” said Letrisha Weber, PSO Board President. “Parents see ESAs as a tool to unlock access to personalized and innovative learning experiences, including online programs that align with their values and needs. These insights underscore the urgency and importance of advocating for ESA policies that meet the diverse demands of families.”
